IDR History
T

he IDR is a multidisciplinary Research Center of the University of Castilla-La Mancha created in 1993 that welcomes I+D+i initiatives linked to issues with a direct impact on our region. The contribution to the regional development of Castilla-La Mancha and the special interest in applied research are the basic lines on which its work is based.

 

The institute is structured into three research areas, which are organized into sections that focus their research on multiple disciplines, sometimes made up of various areas of knowledge.

 

The IDR human team is made up of a staff of 121 researchers, of which 48% correspond to permanent PDI and 52% to scholarship holders and personnel hired for the development of the different lines of research and ongoing projects.

 

It is located on the Albacete Campus, it has a surface area of more than 3,000 m2, of which approximately 700 m2 corresponds to laboratories equipped with unique equipment that has been acquired with the financing of competitive national and international projects, and that provide service to the different sections of the IDR and the scientific community of the UCLM.
Historia

The IDR's history began in 1993, with the processing of FEDER funds (STRIDE) from the then European Community and with the collaboration of the Castilla-La Mancha's Communities board, the Deputation and the Albacete's town hall that let the construction of its first headquarters, a building where the Albacete Higher School of Agricultural Engineers is currently located.

Its activity began in September of 1994, under the direction of its organizer, Dr. Laureano Gallego Martínez, who, months later, was replaced by Dr. Miguel Olmeda Fernández.

 

The IDR was born with a basic structure in Sections (Research Groups) that has been maintained to date.

 

In particular, the four initial Sections were:

  • Biotechnology and Natural Resources, which, created under the direction of Dr. José Antonio Fernández Pérez, is still active.
  • Testing and Quality Control of Materials, which was born under the direction of Dr. Antonio Calatayud Colomer and continues today under the direction of Dr. Valentín Miguel Eguia, with the name of Materials Science and Engineering.
  • Remote Sensing and Geographic Information Systems. Created and directed initially by Dr., Santiago Castaño Fernández. It was directed from 2000 by Mr. Antonio Quintanilla Rodenas and it has been dirrected since 2008 by Dr. Alfonso Calera Belmonte
Economy. This section has suffered various ups and downs in its development in the IDR. Although the first Section was created in this year, it did not start its activity until 1996, under the name of Economy and Business. It was directed successively by Drs. Timoteo Martínez 

In January, the Electronic Technology Section, which was led by Dr. Pedro Antonio Carrión Pérez, had to be physically located at the Higher Polytechnic School of Albacete, due to space problems.

 

In April, the Agrifood Economics Section was born, directed by Dr. Miguel Olmeda Fernández.

 

By the end of this year, the IDR already had five research groups operating and growing. Faced with the difficulties generated by the different physical location of the groups, the first proposals to move to a building adapted to the needs of the Institute arose.

 

The University approves the creation of the Regional Center for Water Studies, which joins the IDR as a Section directed by Dr. José María Tarjuelo Martín-Benito.

In May, the direction of the Institute was assumed by Dr. José María Tarjuelo Martín-Benito.

 

At the end of this year, the Information Technology Section was created, physically located at the Higher Polytechnic School and directed by Dr. Pascual González López.

 

The Economy Section ends its activities

 

Finally, the requests to move to a building adapted to the size and needs of the groups that made up the IDR, became a reality with the concession of the works of the new building that is currently the IDR headquarters.

In this year, Dr. Santiago Castaño Fernández is elected and appointed Director of the IDR.

 

The Regional Center for Water Studies is separated from the IDR, configuring itself as an independent center.

 

Dr. D. Julián Garde López-Brea replaces Dr. Laureano Gallego Martínez at the head of the Cinegetic Resources Section

 

The growth of the IDR in these years makes it necessary to adapt its internal structure, rationalizing its operation and articulating a representative structure for decision-making and control of the Institute's activities. Thus, two bodies were created: the Institute Council and the Management Council, and the different research groups were articulated in three large areas:

  • NATURAL RESOURCES AREA
  • INDUSTRIAL AND INFORMATION TECHNOLOGIES AREA
  • SOCIOECONOMY AREA

The Board of Directors and the Board of the Institute, recently created and which elaborate and approve internal operating standards of the Center under the name of "Provisional Regulations of the IDR" are set up.

 

In June, already applying the standards set forth in the aforementioned Regulation, the Food Quality Groups led by Dr. Laureano Gallego Martínez and the Environment and Forest Resources led by Dr. Antonio del Cerro Barja were created.

 

In January, the transfer of all groups to the current IDR building, located in the same University Campus of Albacete, began.

 

The Economy Group restarts its activities with a new team, under the name of Regional Economy and the direction of Dr. Francisco Jesús Gil Jiménez.

 

The Renewable Energy Group led by Dr. José Manuel Martínez García is incorporated. Unfortunately, this Group has a short life as its head is appointed Director General of Energy of the JJCC.

The Information Technology Group ceases to belong to the IDR and is integrated into the Computer Research Institute of Albacete (I3A), which brings together the various lines of research in Computer Science

The Regional Economy Group ends its activities

The Renewable Energies Group is reborn, led by Dr. Emilio Gómez Lázaro, and which, the following year, will move to its own autonomous center, the Institute of Renewable Energies.

Dr. Isabel Berruga Fernández replaces Dr. Laureano Gallego Martínez as Director of the Food Quality Section

 

The period 2005-2010 is a period of great stability and production for the IDR groups. During 2008 and 2009, the IDR had almost 100 researchers hired by its own projects, obtaining in these two years financing close to six million Euros.

The growth of the IDR and the numerous requests for integration into it, make it necessary to review, correct and adapt to the new realities, the so-called Provisional Regulation of the IDR, which, in its new wording, is accepted by all groups as the Internal Regulation of the IDR.


In this year, at the end of the projects achieved previously, the national economic crisis is strongly felt, and the IDR staff drops significantly.

Due to the retirement of Dr. Calatayud, Dr. Valentín Miguel Eguía becomes Director of the Materials Science and Engineering Section.

 

At his own request, Dr. Garde ceases his work as Director of the Cinergetic Section and is replaced by Dr. Tomás Landete Castillejos. With the application of the criteria specified in the Internal Regulations of the IDR, the Board of Directors approves the creation of a new Section, called Quantitative Methods and Socioeconomic Development, to be directed by Dr. Matías Gámez Martínez.

With the application of the criteria specified in the Internal Regulations of the IDR, the Board of Directors approves the creation of a new Section, called the Laboratory of Archeology, Heritage and Emerging Technologies, directed by Dr. Jorge Onrubia Pintado and that will have its headquarters on the Ciudad Real Campus.

 

The Biotechnology Section changes its name and purposes, changing its name to the Biotechnology and Natural Resources Section. Drs. Juan José Gómez Alday and David Sanz Martínez (until now members of the Remote Sensing and GIS Section) joins to this section.

 

In June of this year, a new Section was integrated into the IDR, called Creation and acceleration of startups, led by Dr. Javier Vecina Cifuentes.

 

Also this year, the IDR Statutes have been modified to approve the existence of Services, in addition to Sections, in our facilities, adapting them to the circumstances that this coexistence entails.

After twenty-two years of history, the IDR is currently made up of the following Research Sections:

In October of this year, and after 17 years at the head of the institute, Dr. Santiago Castaño Fernández stepped down from the position of director and was now held by Dr. María Isabel Berruga Fernández. Dr. Ana Molina Casanova was the director of the Food Quality Section. Dr. Emilio López Cano is appointed from the IDR.
